IRVINE, Calif. -- A house of horrors in Southern California overrun with rats has been declared a public nuisance by the city of Irvine as neighbors grow frustrated with rodents roaming around freely.

One of the volunteers called it a "bad situation" as rats were seen crawling between the kitchen cabinets and the floor.
